[PaQSO] Permitted Bands

I would like a rule clarification.  I was always under
the impression that every ham band was allowed for the
contest.  The software I have seen goes rather high in
bands and the rules appear to allow any band(except
30, 17, and 12.)  I talked to someone recently who
mentioned hearing that you could only use 160m-2m and
nothing higher.  Who is correct?  Thanks for the help.
