Jay,

As I understand it (and I could be wrong... I'm sure if I am I will be
swiftly corrected!) the difference between a Mobile and a Rover is this:

A Mobile is capable of moving at any given moment.
A Rover has to stop, erect an antenna or other things not attached to the
vehicle, and when done operating, remove them prior to changing location.

So, as I understand it, when you stop on a county line, you still sign /M
because your vehicle is still a Mobile, even though you've parked for a few
minutes.  HOWEVER, if you take a moment to through an antenna up into a tree
(which I know you said you don't plan to do), THEN you become a Rover.
