My understanding is that A MOBILE station is CAPABLE of moving with the 
antenna which is being used, i.e. a whip--it doesn't have to be in motion while the 
QSOs take place. It fact, it's probably a bit safer not to be 
moving+operating+logging.  Some of the top MOBILE FD (Class C) scores each year are from 
boats at anchor the entire weekend.  The only motion which occurs is when the wind 
moves the boat around the anchor point.  

However, if a MOBILE station operator erects a temporary 1/4 wave 40 meter 
vertical (33') or throws a dipole into a nearby tree, and uses that antenna to 
operate for a while, the operation then is classified as ROVER.
