Here is the way I see it.   HOW DOES IT SOUND TO YOU ???

ALL fixed stations should just give the regular report,  ie
    W3UU     # 123     county         period, nothing more/less .....    the same as all other operators. Operators must log as usual. This wud give 1qso,1 point, 1 mult, 200 bonus 
for each of the fixed stations worked in different counties . If you work the same FIXED station on another band/mode, then it wud count for 1 qso, 1 point ( no new mult, no bonus)

there should not be any / M or / R designation for a station using W3UU out side of his/her home county as a fixed station. Just give the regular report    ie    W3UU   # 113   cum          If you feel the need then sign "portable"


If you are indeed a MOBIL STATION , then sign Mobile and give the rest of the regular report.   this wud count for  1  qso,  1 point, 1 Mult and 200 bonus for the first qso in a county for the receiving station. All other contacts for the receiving station  wud count for 1 Qso, 1 point, 1 mult for each new county but NO BONUS POINTS .   

The same holds true for a  "ROVER STATION" .   Sign as W3UU/R  # 133 ada    etc.
1 qso  , 1 point  1 mult, and 200 for the first contact in that county
all others count  1 qso , 1 point , 1 mult for new county  but no bonus points.

        This is just my two cents worth and I am going to be out of town for the party but hope this helps clear up the confusion. This is of course that there is  only one Fixed station per county and only one Mobil and one rover. THEN AGAIN, I COULD BE ALL WET !!! and can't find my platter.
