[PaQSO] Question about operating from a boat

Was at the Harrisburg Radio Club meeting last night and someone proposed an 
interesting concept.  He has a pontoon boat and was thinking about going up 
one of the local waterways to a tri-county line (I forget which three, but 
Cumberland was one).

OK, I know operating from a boat or ship doesn't count for DXCC.  But does 
operating what, in essence, would be "maritime mobile" count?  To me it's 
an intriguing concept, but I have no answers.  The rules simply say "mobile 
stations must be truly mobile".  That would mean that a boat counts, but I 
truly don't know.
