[PaQSO] Armstrong County

It would be a shame to lose Armstrong County,
hopefully something else can be obtained there.  My
past experience shows ARM to be more rare than the
other counties which were mentioned as possibilities,
although FOR can be tough, sometimes.  Hopefully
coordination will allow non duplication of counties,
instead of 10 people in the same one.

For anyone who cares, I did manage to finish PA a few
months back.  I have now been to all 67 counties. 
There should be an award for that, far harder than
working them!  PA is a nice state, when the weather is
good, which is not very often.
