Well, I do know there was a little bit of a "tempest in a teapot" over on
the CQ Contest reflector last year over this issue.  A very active VY1 was
kvetching about how the territories are counted vis-a-vis the multipliers;
the details aren't important, but it did bring this issue to a head.

Way, way back when (before the ARRL Canadian Division became the CRRL &
merged with the other Canadian group into the RAC) all of the Canadian
multipliers were the sections, which were also the prefixes (all the
Maritime provinces were VE1 at that time), plus VE8 (NWT).  As Blair said,
later on the various Maritime provinces began to be recognized separately,
and also (before that if I recall correctly) Yukon Territory VY1 became
recognized separately from the rest of NWT VE8.  And so on, and so on...

Now, since the PaQP officially uses the "ARRL sections + 1 DX" for
multipliers... and since that wording dates back to the old ARRL Canadian
Division... what I'm wondering is that should we encourage NARC to clarify
in future PaQP rules that this now means:
(a)  "ARRL sections, Canadian provinces & territories, + 1 DX"
(b)  "ARRL sections, RAC sections, + 1 DX"
(c)  "ARRL/RAC sections as used in ARRL contests + 1 DX"

And keep this in mind:  It makes a difference in total multipliers if you
have one (NT) or three (Yukon, Nunavut, NWT).  Considering how difficult it
can be to get even one of those (and thank you again VY1JT for your
occasional appearances in the 'test), this makes some sense.  I don't mind
difficult; I do mind near impossible.

My recollection was that the PAQP used RAC sections, or Canadian provinces
rather than ARRL sections, as multipliers.  This allows PEI, NS, and NB to
be
counted individually as 3 mults., rather than collectively as the Maritimes.
Some VE's raised the point that New England wasn't counted as 1 multiplier
so
why should the Maritimes, with 3 provincial governments, be counted as a
single
entity?

 According to a post today on the ARRL web page (www.arrl.org), for the
 purposes of ARRL contests that use ARRL & RAC sections as multipliers, the
 Northwest Territory (VE8), Yukon Territory (VY1) and Nunavut Territory

 are now grouped together as a single multiplier, designated NT for Northern
 Territories.  This will be effective November 1st.

 Considering that the Pa QSO Party also uses ARRL sections as multipliers,
is
 there any thought (if not for this year at this late date but for 2004) for
 making the PaQP section multipliers consistent with this?
