The PAQP occurs before the change takes effect for ARRL contests. Seems
to me the PAQP Section list doesn't need to change for 2003. Whether it
should change in later years is, I guess, up to the PAQP rule gods.

I hasten to admit it doesn't affect me one way or the other, since I
have never worked NWT in the PAQP in any of its names, incarnations,
configurations, and/or manifestations.

Hey, after this year's trip to sunny KP2, maybe the WASH gang will head
up to the Frozen North in 2004 and put NT/NWT or
whatevertheheckitsnameis on the air for the PAQP.
