Really? 20 meters and above (well, maybe not above 20 for much longer with
the sunspots going south...) are very usable in a state party.
The high bands may not be great for working other in state people, but
remember that out of state people have also been invited to the party. Basic
courtesy says that if you're going to invite someone to your party, you ought to
make an effort to talk to them. This may include taking some time away from your
usual group of friends to greet the visitors.
The counter example from your New England QSO Party experience is that the
Florida stations probably heard guys in Virginia talking to New England guys on
40 meters that they could not hear. You simply have to use all the bands to
work all the people who will be interested in working people in PA.
That said, six meters is not likely to be very good in any state QSO party.
If you have an urge to get on six meters (or above), turn on your radio this
weekend. The ARRL September VHF QSO Party will be running from 2 pm EDT
Saturday to 11 pm EDT Sunday. If you have anything more than a dummy load for an
antenna, you will work people.
