That would make for interesting strategy decisions.  I think most ops will 
still try to miximize mults. (counties) which will lead to daytime and evening 
operations; mostly on 160~40 meters, and VHF if allowed.  Twenty~ten meters 
would seem to have limited usefulness within the 5 mid-atlantic states.  I did 
work a few PA counties and a few nearby (i.e. VA, MD) states on 20 meters in the 
last test, but they were tough.

It is nice to have another mode to try after you've worked everybody on 40 
meter SSB.  It avoids the boredom of Sweepstakes where you can work stations 
only once per contest.   Hmmm,   SSB, CW, PSK31, RTTY, Hellschreiber, PACTOR, 
AMTOR, the possibilities are interesting.
