[PaQSO] Mid Adtantic QSO Party Ideas and Other stuff

This sounds good.  I would recommend at least letting mobiles to have a 
multi-op class (or at least a driver) for the safety aspect. 

What would be the exchange?  May I suggest signal report, state and 
county for in region stations, signal report, state/province for North 
American stations and signal report, DX for everything else.
