Ron,

I think this has merit.

Suggestions:

Let the team apply for their desired county plus one or two alternates.  
PRTC coordinator gets the honors of sorting this all out.  IIRC the last 
WRTC was in Finland so all the teams headed there and then got their 
assigned QTH.  While I may do it, in one particular year I may not be 
able to head all the way to ERI from BUX and don't want to have to back 
out at the last minute.

The antenna issue may need to be thought out some more.  I worked a 
friend several years ago from 80 through 440 except 6m.  Separate 
antennas on 2, 220 and 440.  I had a couple of other contacts on 220 
also but that's easier being in BUX than in INN.
