[PaQSO] Writelog PAQP Notes

Two notes relative to using Writelog 10.42C in the PAQP:

1.	QSO points and the total score shown in the Writelog summary score box
are overstated by a factor of 10, i.e., SSB QSOs are scored by Writelog as
10 points instead of 1 point.

2.	There has been confusion regarding Canadian multipliers for the PAQP.
Per last years log checkers, the following is the appropriate list of
Canadian Multipliers for the namedmul.ini file:
