[PaQSO] Logging issues

    Seems we revisit this item every year -- how to log and score 
mobiles, rovers, and county-line stations.

    I helped out with writing the rules for the new New England QSO 
Party, and one of my motivations was to avoid the issues of how to log 
stations in more than one county -- especially those on county lines. 
 We decided to show the stations as two Qs from separate counties -- 
sounds silly to some, but it clarifies the logging and encourages 
mobiles to park on county lines.  It seemed like a simple solution when 
we didn't have to worry that "we never did it that way before."

    Welcome back to the annual discussion.  Maybe someday we can get 
past this.
