Every definition of "mobile" I've ever seen says something to the effect of 
"capable of motion, though motion is optional." 

That is, you can't hook an antenna into a tree or plug into an AC outlet. You 
can pull off the road, turn off your engine, and safely operate (if you don't 
already have a driver).

By your definition, would a mobile be required to quit operating at a 
stoplight?
