[PaQSO] Making more activity

Well my suggestion which i know there is one other in this group that
agrees with me is that the PA QSO should add a digital mode to the party.
 after working a few digital contest i would suggest RTTY would be a good
choice or even make it all digital modes with RTTY being the main mode. 
this will increase scores and also make the contest look more promising
to a range of different operators.

the other problem with the high band activity is that DX stations have a
hard time working this contest because they can't submit their log.
currently we have been using paper logs it might be time the PAQSO party
upgrades to cabrilo format for log submission.

there is one problem to all these suggestions is it puts on more work on
top of our already over worked people that look over these logs and
change the rules etc.
