Tim,
Why not give the receiving op extra points for copying the QRP op, along with 
the normal mult for the QRP op, of course.  That might even it out a lot.  It 
would give ops more of a reason to try digging the peanut whistles out of the 
mud and give more people a reason to try QRP reducing some of the QRM on the 
bands.  

       QRP MED QRO
QRP  3x3  3x2   3x1
MED  2x3  2x2   2x1
QRO  1x3  1x2   1x1
