Bob,
Off the top of my head, the rules for Club Aggregate Scoring included (or at least they used to, it's been awhile since I recall seeing them) the following:
(1) You have to be a member of the club in good standing
(2) The club secretary or another officer of the club has to send a roster of eligible members to the Pa QSO Party chairman. Deadline was either the end of October or the entry deadline, I don't recall which offhand.
(3) You can only have your points count towards ONE club if you belong to more than one.
I believe the reasoning behind this is to make sure that the person who "wins" a club is actually a member of the club, and that the the club's aggregate score be only from club members, not from "friends" loaning or donating points.
To be honest, one of the reasons that I remember this is that during the period of time I was a member of the North Hills ARC, I could never get the secretary to bother to send in the roster on time, if at all, so I never "won" the club. So it goes...
