[PaQSO] Rule Changes

I certainly don't like the idea of adding "QTCs" to our celebrated PA QSO
Party. How many of you have operated the WAE test more than once? I know
once cured me.

One idea I saw that I liked was not a rule change, but the addition of
suggested times for VHF/UHF activity. Perhaps some folks would fire up
their weak signal VHF/UHF gear if an operating period were suggested. Maybe
one hour during the day and the last hour on Saturday night. Just a thought.
