My NA contesting software gives a breakdown listing "QSOs per Multiplier."

Based on it I conclude that SNY, POT, PER, MTR, JUN, JEF, GRE, FOR, CRN, and 
BRA were the ten rarest since I had exactly ONE QSO in each of those counties.

There were a bunch whereby I had only 2 Qs as well:  ADA, CLE, ELK, FRA, MOE
NUM, SUS, TIO.

"Middle of the pack"  were:  CEN (12 Qs),  ERI (12 Qs),  ALL (15 Qs) 

"Heavier" counties were:  BER (28 Qs) LEH (18 Qs),  NHA (19 Qs). 

Incidentally, LUZ was the most active for me with 36 QSOs logged out of that 
county.

I operated out-of-state from the SNJ section in Camden County.

Interesting stats...but looking foward to next year!
