[PaQSO] PaQP Multipliers

At first blush, I think it might be a good idea to make mults for "out of
staters"all countys, once on CW and once on SSB, any band.

That would give out of staters 134 total mults, bringing their total
available mults closer to the in-state total of 152 or whatever it is.

Just a thought.

I operated in the out-of-state category from SNJ this year and really had a

lot of fun.

However, the one thing I noticed is that by noon on Sunday, I was finding
very few PA stations that I had not already worked.

I wonder if seperating the multipliers by mode would make the contest more
exciting and give it more "depth."  For instance, "PHI" could be a
muliplier
on SSB, CW and maybe even PSK 31.   The rule would make the contest more
fun
while also encouraging greater station flexibility.

Just a thought.........
