Well you know, they don't seem to advertise it much anymore for some reason
(HINT HINT), but NARC used to sponsor a "Worked All PA Counties" certificate
completely independant of the QSO Party.

Seems to me the simple solution would be that if someone worked all 67 in
the 'test, then they should qualify for the certificate automatically,
regardless of whether or not they request the plaque!

I've been advocating a certificate for worked all counties for some time.
And I do like your suggestion for endorsement stickers.
