[PaQSO] PA State Parks

I'm about a mile from Beltsville State Park (straddles the CAR/MOE border)
if that's close enough! :-) Actually, K3NG's QTH borders the park. He
won't be QRV from home this year, but he did put in a good showing last year
from his place. Does it have to be a portable operation to qualify under
the "rules" of the game?
