Hi Bill and all:

Re: mobile.  Not the "official" slant on things but when I wrote the rules, 
my intention was truly "mobile" with the wheels able to spin (stop signs and 
traffic lights permitted).  However, anything that prevents you from 
traveling makes you a "rover" or "portable".  

Also, to my way of thinking, if I work you say in Snyder County and you are 
"mobile" and then you stop and put up the antenna in Snyder County as a 
"rover", I can NOT work you again as it would be a dupe.
