[PaQSO] changes

My opinion is , leave the Pa Qso Party as is. Make a  " complete" set of =
rules available to every operator and if he/she does not wish to follow =
them then disqualify those operators.
Keep in mind that a single op =3D one(1) op doing it all
                                multi op =3D more that one (1) op
                             multi/multi =3D more than one op and more =20
                                                than one station
                               mobile means wheels in motion
                 rover means operating from one location then =20
                                moving  to  another
          portable means operating from other than home location
This is the way I read the rules. If I am wrong, then someone PLEASE =
SEND ME A COMPLETE COPY  of the rules.
    And , Yes we do have some operators that feel they have to cheat =
each and every year.
