How would this be addressed in the rules? I think there must
be an assumption of honesty somewhere along the line.
How does a contest know a mobile is a mobile?
How do they know a county line station is exactly where they
say they are.
Power level classes? How to verify this?
And finally, how to verify the station is where they say they
are? Imagine someone deciding to "activate" a rare county from the
comfort of their shack in another county!

Are you serious? How will this work?
At some basic level, there must be trust that the entrant is
playing by the rules. There is no possible way that a contest can be
run in 100 percent "cheatproof " mode. Any of the parameters can be
faked, in any contest, anywhere. The logs are probably the hardest
part to doctor.
I doubt I would have any part of a contest that was made
cheat-proof. It would just be too much trouble.
