And I was the cause of that "twisting" and I humbly apologize.

My suggestion about multipliers for both CW and SSB got twisted a bit into
one where it would be necessary to work all counties on both modes to get a
worked-all-counties award. This is not what I meant to suggest.
A "clean sweep" plaque could still be based on working each county once, or
either mode. Further endorsements could be available for single mode (CW
or
SSB) sweeps, or for the ultimate achievement, working them all on both
modes.
The Ohio, Michigan, Florida, and Georgia, (and perhaps other) QSO parties
have the separate multipliers my mode feature. I think it helps keep the
interest up by doubling the number of potential multipliers to find and
work.
Especially considering the relatively long 22 hour format of PAQP, I think
the NARC would do well to incorporate this feature into the PAQP.
Also, the two different CW QSO point values (1.5 on 40 and up, 2 on 80/160)
has always seemed odd to me. It also may be a bit counterproductive, by
encouraging PA guys to spend their time working each other (and nearby
states) on 80 instead of more distant stations on the higher bands. This
may
then be reflected by less interest of the guys in those more distant
states,
who aren't there to provide the QSOs at other times on the high bands.
And FWIW, even mobiles are eligible for county certificates. I received on
for my 80-some qsos from Elk county last year.
