[PaQSO] Changes for PAQSO party

On the question was presented on reflector changes that we would like to 
see pertaining to paqso party.

1.  Like to see cw points be 2 points for all bands as in many other 
contests.

2.  Like to see portable operators be eligible for taking the county 
certificate            award. I don't think it is fair to people who 
take time to activate difficult
     counties not be eligible to take county certificates. It doesn't 
seem fair given  
     the amount of effort required to travel for hours and setup an 
operation, not
     being able to qualify for county certificate. It seems unfair to 
the operators
     put time & effort into setting up an operation in a rare county, 
and run up
     400 + qso's, and someone who rolls out of bed, runs a maybe a 100 
q's or
     less, gets the county certificate.
