To All,
One of the greatest times to be a Section Manager is during the
period following situations which we faced during the recent flooding
situation here in Eastern PA. It is during and after these period when
we see how many selfless Hams came to the front and volunteered their
time and energy to a much needed communications effort. It is very
heart warming to see such volunteerism at work.
Although it seems like so little reward for so much effort on the
part of many who volunteered. I am taking the time to issue my thanks
to those who volunteered. In order to issue the certificates to as
many as possible I need for everyone to make sure that their effort is
known. Please contact the ARRL Emergency Coordinator (EC) for your
county and verify that he/she has you registered as one who
participated. Both Bucks and Pike County EC's have given a list to me
but even those volunteers should check with their EC's to make sure
that their information is recorded.
Persons who may not have been activated by their EC's or Radio
Officers but may have been in action with a served agency (such as Red
Cross) and provided communications services may contact the EC'S for
their county OR contact me directly at wb3fpl at arrl.org. In these case
please provide date, Times and ageny served.

One of the lessons learned (again) from the recent flood
situations in EPA is the fact that the Public Information Officer (PIO)
field appointment is one of the most vital positions in any emergency
operation. At the present time there is a need for persons who are
willing to accept this responsibility for their local area. The PIO
position should also be a vital part of any Amateur Radio Club.
The PIO should be the person giving out information to Section
Leadership as well as any news media. By having a PIO on the staff of
a club or an area emergency communications team you lessen the burden
of the Emergency Coordinator or other leadership officials who have
their hands full direction other parts of the operation.
Persons interested in being a PIO should contact the EPA Public
Information Coordinator (PIC) Jim Biddle, W3DCL, at
ljamesbiddle at juno.com.(Please note that the first letter of the e-mail
address is a lower case "L" and not the digit "1".)
