For some time now that I am aware, the USECA system has suffered from an 
unusual problem. At first these problems were rarely noticed. An occasional 
data-burst that resembled the sound of a telephone ringing was observed 
coming through the repeater all by itself! The problem has been steadily 
getting worse.
