The operator of the center is Bill Harding, KA3QPQ.  The system has  a LOT of 
equipment which is ham radio ready!

Wilkes-Barre's Mobile Command Center may look like a normal sport utility 
vehicle, but inside there are 13 radios, a laptop computer and a generator ready 
to connect neighboring firefighters, paramedics and police.

Several antennas line the vehicle's roof and special tunable short wave 
antenna could be installed in emergency situations.
