[Pactor] Pactor Frequencies

Winlink pactor traffic is booming.
My PMBO only processes more than 400 links per 24 h
The HF smtp e-mail option of Winlink attracts many new users every day.

You might well be right that pactor 1 traffic is dying slowly due to the 
poor performance in respect to pactor 2 and pactor 3.
