[Oremem] cell phones not working in crisis

Recently London experienced a series of explosions. People who used cell 
phones all the time found out to their dismay that they could NOT use them 
during a real crisis.
Points out the need for a continued Army Mars group in Oregon to be 
available during emergencies. We also should have a working knowledge of 
local ARES groups and their repeater frequncies so that we can monitor and 
render aid if needed. Those of us with Pactor need to keep in practice to be 
able to work the Western area gateway and Oregon gateway in an emergency. 
That way if local propogation is bad we can relay traffic to and from the 
gateway.By knowing the ARES nets we can also use them for traffic relays.
