Having recently completed and passed the FEMA course for
"Emergency Response to Terrorism: Self-Study", I have learned a
great many things. This course is open to all disaster response and
communications personnel. I suggest that as many as can take it
do so.
From the Introduction, written by Nancy Gist, US Dept. of
Justice, Bureau of Justice Assistance:
"Terrorism is defined as the unlawful use of force against
persons
or property to intimidate or coerce a government, the civilian populace,
or any segment thereof, in the furtherance of political or social
designs."
"Terrorists have the specialized knowledge and capability to
strike
anywhere in the world. We have seen that when properly motivated
they will do whatever they have to do in order to acheive their goals."
What this means to our members is that we have to remain
constantly
vigilant to strange occurences, sequences of events and keep a finger on
the pulse of the local EOC offices. Nearly all communities contain some
high-visibility target. These are those that the Terrorist Groups would
like
to destroy or damage. The Study guide gives very good examples of the
different types and locations that qualify.
I won't go into them here, for obvious opsec reasons. Suffice it
to
say, most of us know of those places near us that would be a potential
target. We need to pay special attention to those places. If we notice a
particularly lax level of security, we should note that laxness to
officials in
charge. We should do so as members of the public.
