Any chance there is a friendly local club near her?  They may be able to help her evaluate different gear and possibly have a member willing to loan gear.  From there she can order online from a reputable dealer of her choice.

I've been chatting with a new ham who has been confronting racism and
sexism when attempting to purchase gear in person. What would y'all
recommend?
Of course, I've recommended that she join OMIK.  😉

I recall that OMIK has good relationships with some friendly amateur radio
suppliers.  What are those suppliers?
