Yes, they are illegal in Missouri, OK, and other states. 

BUT

Have you ever heard of a prosecution?  I did not think
so.  (And folks, if you want to claim you have, give 
specifics, not just "My cousin told me about it happening".)

Fact is, no prosecuter is going to bring charges on 
something like that for a bonafide non-profit.
