[OkHam] Hearing loss, illiteracy, and testing

Wade, K5WPM makes an interesting point about hearing
loss and CW testing, although I think that there are
provisions in place to handle CW testing for those
with hearing loss, like CW sent by light, or
vibration.
Being on a VE team myself, I have another question
which I have never seen addressed. I should know
this, but don't. What happens if you have a ham or
potential ham who is illiterate show up at a testing
session. Since they obviously cannot read the written
exam, are their provisions in place for the written
test? Can they have the test questions read orally to
them? If so, I worry about the written verification
part. If they fail, they could claim that you wrote
down the responses wrong, etc. how could you prove
they didn't?
I also wonder if a similar procedure has been used in
testing some of these 5 year olds we hear of who have
received licenses. It seems to me that the written
test is probably above the reading level of most 5
year olds.
