For a monhly free, you can register your phone will have cellular 
service.

Now the BUT IFs:

1)  The cellular infrastructure must be there.  In other words, if 
the cell towers are gone, as they were on 11 September 2001, all bets 
are off.
2)  If your equipment is functional and batteries fully charged
3)  If the landline infrastructure remains in place.

Just as GETS gives you priority on the landline side, you MUST have a 
dialtone to use it.

Just one more reason why I carry a Yaesu FT-50 dualband amateur radio 
transceiver with me alongside my Nokia cell phone.  I will be able to 
talk to someone, regardless.     :)
