[OKDXA] Cook/Niue

Those entities have been technically independent but in free association with New Zealand for some time. Kind of like the relationship between the Marshall Islands, Federated States of Micronesia, and the United States. Independent the the US (or for E5, E6 New Zealand) provide for some of there services. I think a US citizen can move to the Marshalls, V6 and T8 without having to go thru the whole immigration hassle as well, but I haven't really been able to verify that.
Anyways, I don't think E5 or E6 will leave the list and be added again since there really is no change in status, at least from the DXCC standpoint. I am not sure that North and South Cook would be separent entities under today's rules, but it doesn't matter because they are both grandfathered in.
However, both Cook Islands and NIue will now become level 1 entities, which might allow for a remote island or 2 of theirs to now be added to the list, like what happened with Ducie/Pitcairn or Swains/American Samoa.
