DX0NE - Spratly
Don't know if it has been approved for DXCC. He does have a license, 
issued by the Philippine government. he has published a picture of the 
license online. His destination is Kalayaan, a municipality in the 
province of Palawan, Philippines. Kalayaan has a small airport and a 
population of 193. So, the Philippines claims Kalayaan, but the Spratly 
Islands group is claimed in its entirety by China, Taiwan, and  Vietnam. 
Malaysia, Brunei, and the Philippines claim portions of the archipelago. 
Safety would always be a concern, operating a radio station might draw 
some unwanted attention. Wait and see if this guy is successful or 
not...
