[OKDXA] Spratly Islands Dxpedition in work

This seems to come outta the blue! I‘m not deeply connected to the DX world, but I haven’t heard or read a thing about this. I’d think Spratly Is. would be big news. Who issued the license? China or Vietnam or…?
