That is a discussion that has come up from time to time on the eham.net DX forum, with lots of opinions, but the ARRL DXCC desk does not have any procedure in place for such entities.  Look how long China and Albania were inactive but they remained on the DXCC list.

Coy, I was wondering. Does the DXCC desk have any policy regarding entities that have remained inactive for extended periods of time (eg. North Korea and Pratas Is……over 20 years inactive)? Seems to me that if such entities are unlikely to allow current or future opportunities for expeditions or any other form of amateur radio activation, they should be removed from the “active” list.
