The $15 fee is only collected if the exam is taken with a ARRL VE (or other VEC
which require a service fee).  If you spread the $35 over the ten year term of a
license, it works out to $3.50/year or just under 1 cent/day presuming no
upgrades or vanity/change of call applications.  

There is no fee for administrative updates such as name or address changes.  

The ARRL is launching a "Youth Licensing Grant" program to do one-time
reimbursement of the FCC fee for license candidates under 18 years of age who
test with an ARRL VE team.

New Amateur Radio License Applications Fee To Become Effective April 19,
2022

The FCC announced, effective April 19, 2022, a $35 fee will apply to
applications for a new Amateur Radio license, modification (upgrade and
sequential call sign change), renewal, and vanity call signs.

VECs and Volunteer Examiner (VE) teams will not collect the $35 fee at license
exam sessions. New and upgrade candidates at an exam session will continue to
pay the $15 exam session fee to the ARRL VE team as usual, and pay the new, $35
application fee directly to the FCC by using the CORES FRN Registration system.

So, a new ham will pay $50 to take his test and get a license. A renewal or
change of callsign will cost $35.

Wow, I bet we see a significant drop in the US ham population in the coming
years, or at least a decline in growth...
