Good questions…
Window / Ladder line doesn’t require a twist to keep its transmission properties. You just need to keep it away from metal. A rule of thumb is at least twice the width of the ladder line.
The twisting reduces the fluttering in the wind. Another rule of thumb is one twist (180 degrees) every two feet. I’ve seen folks tie off twine, or non-conductive rope to the ladder line to reduce swaying.
Ladder line should work just fine for a non-resonant dipole.

I know that this stuff needs to be twisted
every so often to maintain its balance.
Does the maximum (or minimum) frequency
of signal to be carried make a difference in
the length of the distance/length of each twist?
Also, might there also be an interval to reduce
(or eliminate) resonant flutter caused by wind
which could damage or even destroy the feedline?
I need to repair my non-resonant (multi-and) dipole
to get back on the air for Route 66 on the Air which
begins soon.
