HI KIM, IT IS VERY POSSIBLE TO WORK THE DX WITH 100W OR LESS.  A LOT OF MY CONTACTS WERE WITH 100W AND AN INVERTED VEE NO HIGHER THAN 40FT AT THE APEX.  
MAIN THING IS LISTENING AND PATIENCE, FIND OUT WHERE HE IS PICKING UP STATIONS AND CALL JUST ABOVE ARE BELOW ETC. 
MOST HAVE A PATTERN, LISTEN AND SEE HOW HE IS PICKING UP STATIONS, COULD BE WORKING ENDS OF PILEUPS OR MOVING UP  OR DOWN 1/2 KC ETC AFTER MAKING A CONTACT OR 2 ON FREQ.
JUST BE PATIENT AND LISTEN,  THEN CALL.
