I had a thought (or 2) on OQRS and getting a card from a DXpedition. Many
of the hams I know do not use PayPal and like you, this could prevent them
from getting a card or could have them wait hopefully for an LoTW upload.
My thoughts were to set up a PayPal using a pre-paid visa card. That way
you are not linking into any of your bank accounts and in my mind it would
operate just like the W5 buro. When the balance gets low, you put more
money on the card. I would just take care to use a prepaid card that
doesn't automatically drain over time. Some cards charge a monthly or
yearly fee against the unused balance.

That was the impression I got, that to get a LOTW upload you have to pay for
a direct QSL. Fast upload once I paid, though. Not as fast as Heard
Island, where I had it confirmed 30 minutes after making the QSO!
