OK Kim...
The command line command to Only receive spots issued by K & VE stations is:
Se/filter doc/pass K,VE

The command line command to pass 15 Meter CW frequencies 21000 to 21070 you have correct:
Se/filter DXBM/pass 15-cw

However, using the CC User program (free) is much easier. It is a simple stand alone program. You can select filters by menu selection for which ever cluster you want to connect to. After you send that filter selection it stays on that cluster until you change it. So, you could log into it with telnet or some other client and all your filters would already be set. Or you could select one cluster to give you everything and another cluster to give you just K, VE CW frequencies only... 

There are probably many other clients that can do the same thing... This one I am familiar with, and you mentioned VE7CC. It's his client...

I do it through my Anciente Logging Programe, DXBase. I'm fundamentally 
lazy and don't want to learn all the new nuances of DXLab Suite quite 
yet, which is my next choice. So, I need to know how to issue the Olde 
Fashioned line commands, just like Unix and linux without a GUI. It 
can't be too hard...
