Wow.  I don't even understand the title.

Okay I read the Abstract and I get it.  Might be better titled "Here's a 
new way to measure what the atmosphere does with radio waves using 
modern technology."

NOT going to read the other 119 pages.  But maybe we can guess, and the 
winner gets a free dinner?
