[OKDXA] Update on Wichita Mountains Wildlife Refuge for Remote Ops

Update for those that provided suggestions on OK locations for remote ops.

I did some research and discovered there is a process to obtain an
operating permit on Federal land, Amateur Radio was specifically mentioned.
For the Wichita Mtns refuge application is made with the US Fish & Wildlife
Service, the Park Ranger/Administrator stationed in Indiahoma processes the
request.
 The application can take up to 4 weeks, so will scout a site
