The *FCC* is not responsible for this, it was mandated by Congress in
the 2018 law that ended the various lapses in appropriations at the
end of '17/start of '18. Aim your ire where it belongs - your two
senators and your representative.

Even though it took more than two years from the legislation being
signed into law until the NPRM appeared, things move pretty much on a
timeline. Usually 30 days for comments and then 45 days for reply
comments. Then the commissioners have to go through all the comments
and figure out what to do and issue a Report and Order (I don't think
their consideration period is fixed in length) then once that R&O
appears in the Federal Register, it goes into effect.

I heard somewhere that there's some sort of election in about 75 days,
so I can't imagine that the R&O will appear before the alleged
election.

IOW, get any upgrades you need done now and, if you are within 90 days
of license expiration, get your renewal in now while it's free.
